ÂÜÀòÉç-Dearborn Response to and Compliance with recent Federal Law, Executive Orders, and Guidelines (February 24, 2025)

Dear Colleagues,

In light of the wide range of recent and from the federal government pertaining to higher education and other areas that impact our community, I wanted to share some updates on how ÂÜÀòÉç-Dearborn continues to uphold its as a caring, inclusive, and accessible institution, while fully complying with federal law.

Well over a year ago, ÂÜÀòÉç-Dearborn leadership began discussions on the importance of diversity of thought and intellectual empathy as they relate to student success and building a caring community. In February 2024, at my State of the University address, I announced the creation of the Office of Holistic Excellence (OHE). This office was charged with amplifying the campus’ commitment to building a welcoming and all-embracing culture and providing enriching experiences for our community.  

OHE will remain at the forefront of promoting an environment where all students, faculty, and staff feel a sense of belonging and flourish. It will continue to support the free expression of diverse thoughts and viewpoints, as well as encourage open and respectful dialogue. To be clear, the office’s efforts will also adhere to all applicable, appropriate, and relevant federal laws. It is my sincere hope that it becomes a national model for the future.

Below are some of the recent actions and decisions we've taken to ensure compliance with the evolving legal landscape, positioning our campus for continued success. Our commitment to our educational mission and core values — along with cultivating a strong sense of community —remains resolute.

Staying True to Our Core Values

  • After a thorough review of all our academic programs, we are confident that they fully adhere to federal laws and guidelines. We remain firmly committed to academic freedom, freedom of speech, and freedom of expression.
  • We will continue our practice of not requiring standardized test scores for admissions.
  • Provost Gabriella Scarlatta and Dean of Students Amy Finley will soon provide updates regarding the Division of Student Affairs. Enhancements are underway to strengthen student services and programming, promoting a greater sense of belonging, well-being, and overall student success.
  • We've recently made updates to our web pages, including edits to the , to reflect the OHE mission, goals, and objectives. We are confident that all current website content is in full compliance, and there is no need for colleges or departments to modify or delete any materials.
  • We will continue to refer to our campus as diverse, welcoming, and inclusive. Marketing materials only need to be adjusted if they fail to reflect inclusivity for all students.
  • Our student organizations remain open to all students and are not affected by any recent changes in federal law.
  • We are closely coordinating with the in Ann Arbor to monitor and respond to changes in federal indirect cost structures and funding policies.

I understand that the wide scope of federal action over the last five weeks may be unsettling and could lead to confusion and concern. We will continue to provide updates on this and other relevant matters and will refresh our as needed.

In the meantime, please direct any questions you may have to the provost, your dean, or vice chancellor. Your questions will be referred to the entire leadership team and answers provided as soon as possible.

In these challenging times, let us stand together with calm resolve, embracing the Michigan poise and dignity that define us. The University of Michigan-Dearborn will remain steadfast in fostering the welcoming and vibrant culture that makes our campus special, forever a sanctuary of distinguished teaching, learning, discovery, and opportunity for all.
